Do you mean the pages count the cookie scanner scans to check for new cookies? It's not necessary to scan every page of your website to discover all the cookies your website is using. It's probably using the same cookies on most of the pages. 1000 page scans are enough to catch all or almost all of them. And you can add some cookies manually if they happen rarely on your website.
